On October 23, Russian Foreign Minister Sergei Lavrov will hold talks with the foreign ministers of Iran, Azerbaijan and Armenia in Tehran. RIA Novosti about this reported official representative of the Ministry of Foreign Affairs Maria Zakharova.

“We confirm Lavrov’s talks scheduled for Monday in Tehran,” she said.

Iranian state news agency IRNA previously reported about the plans of the ministers of the four states to hold a meeting in Iran within the framework of the “3+3” format. It was reported that at the negotiations they plan to discuss the latest events in the South Caucasus and issues of regional cooperation in the field of security. The agency called peace negotiations between Baku and Yerevan the main topic of the meeting.

On September 19–20, Azerbaijan carried out “anti-terrorist measures” in Nagorno-Karabakh, necessary for the “restoration of the constitutional order.” Baku demanded the dissolution of the Karabakh government and the withdrawal of Armenian troops. On September 28, the president of the unrecognized republic, Samvel Shahramanyan, signed a decree on the termination of its existence from January 1, 2024 and the dissolution of all government institutions and organizations. As a result of the conflict, by October 1, 100,514 ethnic Armenians out of 120,000 nominally declared by the NKR authorities left the region, most of them settled in neighboring Armenia.

On October 15, Azerbaijani President Ilham Aliyev raised the national flag of Azerbaijan in the former capital of Nagorno-Karabakh Stepanakert. Now the city is called Khankendi. On October 17, Aliyev said that the topic of the Karabakh conflict was finally closed.
