What is Mikhail Kotyukov known for?

Kotyukov was born in 1976 in Krasnoyarsk, and in 1999 he graduated from the Faculty of Economics of the Krasnoyarsk State University (KGU).
From 1997 to 2000 worked in the administration of the Krasnoyarsk Territory, where he got at the invitation of the governor and teacher of the Faculty of Economics of KSU Valery Zubov.
From 2003 to 2007 Kotyukov worked in the regional administration, starting as deputy head of the main financial department, which was then headed by Alexander Novak (from 2012 to 2020 Novak was the Minister of Energy, since 2020 – Deputy Prime Minister of the Russian Federation).
From 2007 to 2008 Kotyukov worked as Deputy Governor of the Krasnoyarsk Territory Alexander Khloponin. In 2008, Kotyukov replaced Novak as Minister of Finance of the region. He worked there until 2010, being at the same time Deputy Chairman of the Government of the Krasnoyarsk Territory.
In 2010 Kotyukov got to the Ministry of Finance of Russia, headed the department of budget policy in the sectors of the social sphere and science, in 2012 he became Deputy Minister of Finance.
From 2013 to 2018 supervised the FANO, created in the course of the reform of the Russian Academy of Sciences to control the work of its scientific institutions and manage their property.
The agency organized the re-election of directors of more than 200 academic institutions. Elected in September 2017, the President of the Russian Academy of Sciences, Alexander Sergeev, stated that the FASO leadership interferes in the management of scientific research. On May 15, 2018, the agency was liquidated by decree of the President of the Russian Federation.
From 2018 to 2020 headed the Ministry of Science and Higher Education in the government of Dmitry Medvedev.
From 2020 Kotyukov served as Deputy Minister of Finance of the Russian Federation, supervised the department of project management and personnel development.
