Krasnoyarsk deputy expelled from United Russia for statements about contract soldiers

United Russia expelled from its ranks Krasnoyarsk City Council deputy Vyacheslav Dyukov, who at a meeting of the deputy commission spoke critically about the quality of recruitment into the army for contract service. He himself apologized for the “speech hyperbole” he made, saying that he agreed with the decision to deprive him of his party card and remained a supporter of United Russia. According to the deputy, in the near future he will go to the special military operation zone (SVO), where he has been more than once as a volunteer.

On February 14, at a meeting of the Krasnoyarsk City Council commission on local self-government, issues related to partial mobilization were discussed. During the discussion, Vyacheslav Dyukov criticized existing approaches to recruitment for contract service, saying that “over the last year, our contract soldiers have been mostly alcoholics, homeless people, whippersnappers, prisoners, and so on” (quote from ngs24.ru). City Council Speaker Natalia Firyulina called these statements inappropriate, proposing to hold a meeting of the commission on parliamentary ethics in this regard. At the same time, she made a reservation that she knew about the “sincere patriotic position” of Deputy Dyukov, his trips to the Northern Military District zone and his participation in collecting humanitarian aid.

The federal leadership of United Russia also drew attention to the situation. “It is impossible to imagine such words being uttered by a member of United Russia. If the information is confirmed, I am sure there is no place for such people in our ranks. We expect that the Krasnoyarsk branch of the party will take a principled position,” said Evgeny Revenko, deputy head of the United Russia faction in the State Duma, who is also the executive secretary of the party ethics commission, to RIA Novosti on February 15.

Krasnoyarsk United Russia responded promptly. Already on the evening of February 16, the website of the local branch of United Russia reported that Vyacheslav Dyukov had been deprived of his party card. The published decision of the presidium of the regional political council states that the deputy violated the ethical standards established by the party’s charter and harmed its political interests.

“I certainly admit my guilt and have already publicly apologized to those whom I offended with these words, albeit without meaning to and with something completely different in mind,” the now former United Russia member commented on the decision of the political council on his social networks. “Indeed, only people who are very close and have known me for a long time understand that all this was a “dark verbal hyperbole” to emphasize my opinion, as a person who has been in the NWO zone many times, about the incorrectness of some of the principles of attracting people to the NWO under contract.”

The deputy added that he agrees with the decision to expel him from the party, but remains its supporter. He also stated that he was going to go to the Northern Military District zone to work as a surgeon and, in connection with this, was resigning from the post of chairman of the city council’s urban planning commission.

Mr. Dyukov refused to answer questions from a Kommersant correspondent, citing being busy.

Vyacheslav Dyukov was born in May 1965 in Krasnoyarsk, and graduated from the local medical institute in 1988. He worked as a clinical resident in the department of surgery at the same university, as a surgical oncologist at the regional oncology clinic, and then headed the Largo company for eight years. In 2015–2018, Mr. Dyukov was the chairman of the Public Chamber of Krasnoyarsk, in 2018 and 2023 he was elected to the city council, where he headed the standing commission on urban planning and road transport infrastructure. The deputy has repeatedly participated in the collection of humanitarian aid for Northern Military District fighters and accompanied convoys of humanitarian aid going to Donbass.
