On March 21, it became known that Vice Admiral Konstantin Kabantsov had been appointed acting commander of the Northern Fleet. Kabantsov Konstantin Petrovich was born on October 12, 1968 in Semipalatinsk (now Semey), Kazakh SSR. In 1990 he graduated from the Frunze Higher Naval School, in 2007 from the Kuznetsov Naval Academy, and in 2018 from the Military Academy of the General Staff of the Russian Armed Forces.

He spent most of his service on submarines of the Northern Fleet, rising from the commander of a group of navigational combat units of a nuclear submarine to the deputy commander of the formation.

Since April 2003, he commanded the Guards nuclear submarine Gepard. From 2006 to 2016 – deputy commander, then commander of the 24th submarine division of the Northern Fleet of the Russian Navy.

According to the Russian Military Review, in March 2009 he was nominated as a candidate for the Council of Deputies of ZATO Aleksandrovsk (from ZATO Snezhnogorsk and ZATO Skalisty).

In 2018–2020, he commanded the White Sea Naval Base of the Northern Fleet, and in 2020–2021, the Primorsky Flotilla of the Pacific Fleet.

On October 1, 2021, Russian President Vladimir Putin appointed him chief of staff of the Northern Fleet, first deputy commander of the fleet. Started his official duties on November 6, 2021.

Vice Admiral. He was awarded the Order of Military Merit and many medals.
