Kolokoltsev turned to Volodin because of parliamentary raids on nalivikas – Kommersant

The head of the Ministry of Internal Affairs Vladimir Kolokoltsev appealed to the Chairman of the State Duma Vyacheslav Volodin because of raids by deputies on retail outlets selling alcohol in residential buildings, they reported RBC with reference to two sources in the State Duma. According to the letter, which the publication has at its disposal, Mr. Kolokoltsev believes that such raids create “a false impression of the long-term inaction of the police in relation to sellers of alcoholic beverages.”

According to RBC, the letter was written in early December. In it, Vladimir Kolokoltsev states that “individual deputies” are ignoring the current moratorium on unscheduled inspections of legal entities and individual entrepreneurs, conducting inspections of commercial organizations under the guise of public raids. He included such raids as checking retail outlets in Mokva that sell alcohol at night. This raid took place on November 21, and was attended by United Russia deputy Biysultan Khamzaev.

“In this regard, I ask you to bring to the attention of the deputy corps the position of the country’s leadership on the inadmissibility of interference by law enforcement agencies in business activities,” Mr. Kolokoltsev addressed Vyacheslav Volodin.

According to RBC, the letter was sent to all United Russia deputies, including Biysultan Khamzaev. He, in turn, stated that this letter “frames” the minister and was written not by him, but by employees of the Ministry of Internal Affairs. “I know the position of Vladimir Aleksandrovich Kolokoltsev in relation to counterfeit alcohol, especially on the eve of the New Year. Maximum rigid and verified. Which is not in accordance with the spirit of this letter,” he said.

On November 13, a bill was introduced into the State Duma, according to which regional authorities will be able to limit the time of sale of alcohol, as well as ban the sale of low-alcohol drinks. On December 5, the draft was adopted in the first reading. On October 10, Vedomosti reported that the Russian government instructed the Ministry of Economic Development to work on the issue of resuming inspections of companies that sell alcohol and tobacco products. The publication sent a request to the department – they stated that the moratorium itself did not initially provide for a complete refusal of inspections.
