The state cannot guarantee that there will be no mobilization in the future, but a new decree will be needed to start it, he said. “The authorities will react to the situation in Ukraine depending on how everything develops there. We must not forget that now aggression is being carried out precisely against our country – by NATO, with the help of their weapons and their economic resources,” Klishas said.

The senator recalled that “no one has deprived” the Russian government agencies of the opportunity to make any decision related to mobilization, depending on the development of the situation in Ukraine. The president has a constitutional obligation to preserve the territorial integrity of Russia, to support its sovereignty, Klishas is sure.

A decree on the completion of the recent partial mobilization is not needed, since “the state cannot issue a document for each such socially significant situation,” the senator is convinced.

According to the law, such a decree is not needed: “After all, from a political point of view, from the point of view of legitimacy, there is no greater power in our country than the words of the president.” He offered “as a joke” to imagine that the president would issue a corresponding decree, but declined to comment on this issue.

The course of the partial mobilization, which lasted from September 21 to October 28, was criticized more than once by politicians and public figures. President Vladimir Putin spoke of the need to correct the mistakes they had identified. “In the course of mobilization activities – a lot of information is received from citizens on this topic about the organization of the call itself, the quality of supplies, living conditions and other issues – many questions arise. It is necessary to correct all mistakes and prevent them from happening again,” he said.
