Klishas called for a thorough study of the idea of ​​military service for civil servants

The initiative to link the possibility of working in the Russian system of power with serving in the army, which, in particular, was earlier put forward by State Duma Speaker Vyacheslav Volodin, needs to be carefully considered. “I believe that the initiative aimed at establishing a ban on hiring for public service and filling public positions, as well as on participation in elections for citizens who have not served in the Armed Forces, needs to be carefully considered. So far, it is not entirely clear how the proposed regulation will comply with the current constitutional principles and the positions of the Constitutional Court to prevent excessive restrictions on the rights of citizens,” he wrote.

Klishas noted that Russian legislation already provides for a temporary restriction of the rights of citizens to enter the state civil and municipal service for those who have not been drafted without legal grounds. The restriction is valid for ten years from the date of expiration of the period for appealing the relevant conclusion of the draft commission. In this case, the Constitutional Court pointed out the unconstitutionality of the normative fixing of an indefinite ban back in 2014, the senator drew attention.

The absence in the legislation of restrictions on the electoral rights of citizens due to non-military service meets the requirements of the Constitution, he added, and “is due to the need to ensure compliance with the principle of universal suffrage, the implementation of which allows achieving the most representative elections by taking into account the opinions of various groups of the population, including from citizens who did not serve in the Armed Forces.

This is not the first time Volodin has raised the issue of introducing compulsory service in the Russian Armed Forces for officials, deputies and judges. In particular, at the end of September 2022, against the backdrop of partial mobilization, he suggested that deputies start discussing the issue of compulsory military service and obtaining a military registration specialty (VUS) for those who want to work in the civil service and be elected to elected positions. Only those who received the VUS, military ID and took the military oath should apply for deputy, governorship and other positions, he said then.
