Klishas called for a balance in migration policy after the terrorist attack

The head of the Committee on Constitutional Legislation and State Building, Andrei Klishas, ​​said that significant changes in legislation after the terrorist attack in Crocus City Hall are not required, but it is worth streamlining migration policy. The senator noted that in this matter it is necessary to find a balance between ensuring security and the need for manpower.

“I don’t think it’s necessary to load all the migrants en masse onto buses and send them out of the country. There are objective problems in the economy. The President said that either we increase labor productivity, or we solve economic problems by bringing labor from abroad,” said Mr. Klishas RBC.

Andrey Klishas emphasized that labor migrants coming to Russia do not take away jobs. “The problem is that there are no workers. The demographic situation is like this. This is an objective difficulty in the economy,” the senator explained.

Russian President Vladimir Putin after the terrorist attack in Crocus, which was carried out by citizens of Tajikistan, stated, that using “tragic events” to provoke national hatred is unacceptable. At the same time, the president noted that illegal migration is becoming “a breeding ground for extremist activity.” In this regard, he instructed to radically update approaches to migration policy.

Shortly before this, the Ministry of Internal Affairs prepared a bill that limits the ability of foreigners to stay in Russia without a visa to 90 days during the calendar year. According to current legislation, this period is 90 days in total during each period of 180 days. Proposed measure won’t touch those who have received a residence permit. Vladimir Putin in December 2023 saidthat there are about 10 million labor migrants in Russia.
