Klishas appreciated the idea to oblige graduates to work by distribution

Before the adoption of a bill that obliges state students to work on distribution after graduation, it is necessary to make sure that there is a request for graduates in certain specialties, Andrey Klishas, ​​head of the Federation Council committee on constitutional legislation, said on his Telegram channel.

According to the senator, such a request must be formed and scientifically substantiated.

“And if this is the case and there is such a request from the state, then it is necessary to carry out a targeted recruitment that will allow children from the regions, including from the “outback” to enter and study at the best universities in the country with a guarantee of subsequent employment,” wrote He.

This week, the State Council of Tatarstan submitted to the State Duma a draft law that provides for the introduction of a mandatory three-year work placement for university graduates. The proposed draft law amends the Law on Education in the Russian Federation. From the additions to it, it follows that only students who study at the expense of the budget are offered to oblige after graduation to work by distribution.

“Admission of citizens to educational organizations <...> is carried out subject to the conclusion of an agreement on the further employment of a graduate of these educational organizations for distribution according to the qualifications he receives, ”the text of the project says.

The explanatory note to the document notes that the state allocates “significant funds” for student education, but at the same time there is a shortage of specialists at the level of district centers and municipalities, and it can be difficult for university graduates to find work themselves.

The plan for the distribution of graduates will be formed by the federal executive body authorized by the government of the Russian Federation, it also follows from the explanatory note. In case of refusal of employment by distribution, the graduate will have to reimburse the cost of education.

“This draft law will ensure that young specialists are guaranteed jobs according to their qualifications for a period of at least three years upon completion of training, which in turn will contribute to the staffing of enterprises in the military-industrial complex and priority sectors of the economy of our country,” the State Council of Tatarstan reports.
