July 4 newspaper “Vedomosti” informed about the imminent transfer of “Thunder” to the National Guard. According to the publication, preparations for the reassignment began after President Vladimir Putin met with the leadership of the Ministry of Defense, the National Guard, the FSB, the Ministry of Internal Affairs and the FSO. The Grom special unit was created in 2003 to conduct security operations of the State Drug Control Service (later the Federal Drug Control Service). Since December 6, 2016, Grom has been operating as part of the Ministry of Internal Affairs, their area of ​​​​responsibility has been expanded across the entire spectrum of police functionality.
