The post of speaker of the House of Representatives is considered the third most important in the United States, without his approval, the work of the House was paralyzed. Congressmen could not take an oath and move on to the legislative process. The failure to elect the Speaker of the House on the first try was unprecedented in a century of practice since 1923, when Speaker Frederick Gillett was elected only on the ninth ballot.
