The head of Chechnya, Ramzan Kadyrov, did not confirm the information about the ban on the Russian anthem in the republic. In March, the regional Ministry of Culture announced new requirements for music, according to which Chechen vocal and choreographic works must comply with a tempo of 80 to 116 beats per minute. The Russian anthem is below the limit of 80 beats per minute (76 BPM).

Mr. Kadyrov drew attention to the fact that in the resolution of the expert council of the Ministry of Culture of Chechnya dated March 15, the goal was “preservation of the style of the national musical culture,” and the document itself concerns “Chechen musical culture.” According to him, there is no talk of banning certain compositions.

“All this is a recommendation for performers of Chechen melodies (not anthems, not military marches, not ballads, not chansons, not songs of other nationalities, etc.), which is designed to preserve musical expressiveness, originality and peculiarity,” the head wrote Chechnya in Telegram.

In October 2023, Ramzan Kadyrov appointed Deputy Prime Minister of the Chechen government for social issues, his 25-year-old daughter Aishat. Previously, she served as the republic’s Minister of Culture. In the same month he appropriated she received the title of People’s Artist of Chechnya.
