Izvestia: for companies providing humanitarian assistance to the DPR and LPR, VAT may be canceled

It is planned to submit a bill to the State Duma that will reset VAT for companies and organizations providing humanitarian assistance to the DPR and LPR. The authors of the bill believe that this will help increase the volume of humanitarian aid to these regions. The newspaper reported “News” with reference to the draft bill.
According to Izvestia, the authors of the bill believe that it is necessary to enshrine in Russian legislation a list of goods and services that will be considered humanitarian aid to the DPR and LPR. Authorized persons in the region will record such supplies as humanitarian.
According to the newspaper, the document proposes to exempt companies from paying VAT when transferring humanitarian aid to the DPR and LPR or performing relevant services in the region. It is expected that the bill will be submitted to the State Duma in the near future.
Experts interviewed by Izvestia believe that if the bill is adopted, the Russian budget may lose part of its income. They also believe that the draft law should clarify that non-profit organizations from the DPR and LPR can be recipients of humanitarian aid. In their opinion, this will reduce the risk of tax evasion attempts.
In June, it became known that non-profit organizations from the DPR and LPR were going to be admitted to the competition of the Presidential Grants Fund. Perhaps they will be able to take part in the last competition of this year, which will be held in the autumn.
