Parties and teams of independent candidates have practically finished compiling the lists of their observers for the September 9-11 elections. United Russia, as usual, has no problems with this, but the opposition has not yet managed to close all the polling stations. The situation is best in Moscow, where observers are recruited not only by parties, but also by independent platforms for nominating candidates. At the same time, the opposition is not enthusiastic about watching electronic voting, so not everyone is ready to participate in it.
In the parties of the parliamentary opposition, the situation with observation is assessed very optimistically.
Yes, First Vice President Central Committee of the Communist Party, State Duma deputy Yuri Afonin told Kommersant that out of 26,000 polling stations where candidates from the Communist Party were nominated, about 22,000 were actually closed by surveillance, and by the end of the week, the Communists plan to close 25,000 polling stations. In Moscow, where the municipal elections will be held, the Communist Party has “from 3.5 to 5 thousand observers”, said “Kommersant” the leader of the Moscow Communists, Moscow City Duma deputy Nikolai Zubrilin, adding that the registration of volunteers is still underway. “I think that we will safely close all polling stations, and even with a margin,” the deputy noted.
In the party “Fair Russia – For the Truth” (SRZP), each region works according to an individual plan, Anastasia Pavlyuchenkova, head of the Fair Observer project, told Kommersant. “In our opinion, the most numerous observation will be in North Ossetia. This is primarily due to the combination of regional and municipal elections,” she explained. To observe the elections in the capital, SRZP prepared more than 1.1 thousand observersand the candidates nominated by the party themselves will prepare the same amount, Dmitry Gusev, chairman of the council of the Moscow branch of the Socialist-Revolutionaries, told Kommersant.

The non-parliamentary opposition faced the greatest difficulties in terms of observation this year.
Among the main problems interviewed by Kommersant were representatives of parties, coordinators of platforms for nomination and independent candidates called the three-day voting, apathy and the departure of opposition-minded citizens from Russia, low interest in municipal elections (especially in the regions) and disbelief in their results.
Federal bureau member “Apple” Alexander Efimov told Kommersant that the party had created several “entry points” for observers, but that they were mostly directed by the candidates themselves. By the end of the enrollment, Yabloko experienced a shortage of activists to cover most of the polling stations, and in recent days, the party activists had to massively call supporters with a proposal to observe the elections. So, Mr. Efimov himself called about 300 people on the last day. The party found it difficult to name the exact number of submitted applications for observation due to their non-centralized collection, but noted that in Moscow candidates were sent to election commissions lists of several dozen people.
One of the largest opposition platforms “Nomination” (it is supervised by the former candidate for the State Duma from the Communist Party Mikhail Lobanov and the deputy of the Zyuzino district Alexander Zamyatin) closed 65.5% (1.1 thousand) of the total number of shifts of observers in Moscow, gaining 638 people. The best situation is with the third day of voting: on September 11, activists will close 77.5% of the shifts. At the same time, if a candidate for observers aroused suspicion, then he was refused – for example, if subscriptions to “pro-government publics” were found in the applicant’s social networks.
The project of the former “Yabloko” succeeded in completely closing the priority areas “HQ of Candidates” (attracted 143 supporters) and the team of National Democrat Roman Yuneman “Society. Future” (196 observers).
The observation of remote electronic voting (DEV) caused a discussion among the opposition, but the majority still preferred to send their supporters there, even if they did not originally plan to do so. Thus, the Communist Party of the Russian Federation and Yabloko, who previously criticized electronic voting, nominated their IT specialists to the TEC DEG. The VyDvizhenie platform also selected qualified specialists for these purposes. But the team of National Democrats refused to monitor the DEG. “What for? This is just a “black box”, it is better to send these people to the polling stations,” Mr. Yuneman explained to Kommersant.
