On September 30, 2022, Putin and the heads of the DPR, LPR, Kherson and Zaporozhye regions signed agreements on the annexation of the regions to Russia. Putin stressed that the inhabitants of the annexed territories “become citizens of the Russian Federation forever.” Referendums on the issue of joining the regions to the Russian Federation were held from 23 to 27 September. According to the results of calculations, 100% of ballots in the DPR and LPR supported joining Russia by 99.23% and 98.42% of those who voted, respectively, in Zaporozhye and Kherson regions – 93.11% and 87.05%, respectively.
