From the beginning of next year, tariffs for state inspection of vehicles are planned to increase in Russia. Prices for the services of inspection stations are also gradually increasing – this amounts to several thousand rubles in all regions of the country. But those who buy or sell a car older than 4 years have nowhere to go: a diagnostic card is required. But another old automobile collection and service – OSAGO – is not only becoming more expensive, but is also regaining its long-lost semantic content, experts say.

As for the technical inspection, most private motorists have forgotten about it: two years have passed since the diagnostic maintenance card became voluntary for all cases, except for commercial use and the purchase and sale of a car older than 4 years. But for those who still have no other options, the price is steadily rising. Thus, from the beginning of 2024, in half of the regions of Russia, the cost of technical inspection will increase by 12%, from 913 to 1022 rubles. In a number of regions it is more expensive: 1,500 rubles in the Nenets Autonomous Okrug, 1,720 in St. Petersburg and as much as 4,500 rubles in Chukotka.

Let us remember that these are state tariffs – in reality, the tariff of the GTO point itself is added to them.

“Why there is such a difference by region is obvious,” says emergency commissioner of the insurance company Nina Korneeva. — First of all, we are talking about transport accessibility: as we see, the most expensive maintenance is in Chukotka, where getting to the point if the equipment is not in Anadyr itself is a separate matter. Nenets Okrug is about the same. And in St. Petersburg, presumably, there is greater demand: St. Petersburg conducts almost the most car transactions per capita in Russia.

But the statistics of the second well-known “car collection” – which this time concerns everyone who owns a car – are quite optimistic: the Russian Union of Auto Insurers (RUA) raised the cost of spare parts for repairing damaged cars by 7.4% over the year. This is how much on average the prices in the relevant directories have increased, which serve as a guide for insurance companies when calculating payments for repairs. And this surprisingly helped: car repair shops again became interested in car repairs under compulsory motor liability insurance. Although analysts of the Drom portal talk about an increase in prices over the year by an average of 17%.

According to the auto platform, the biggest increases in price were for belts, brake discs and pads (15%) and oils (14%). Windshield wiper blades increased in price by 7% over the year, and the least expensive of maintenance products was filters – they added only 2-3%.

Now car repair shops are “queuing up” to repair a car under compulsory motor liability insurance, emphasized auto expert Pyotr Shkumatov. “At the prices indicated in the RSA directories,” he adds. “And when I see criticism of these directories and prices, the question arises: who are the people who are standing in line?” And why do service stations repair clients under compulsory motor liability insurance with such pleasure and want even more clients?”

This shows that the prices in the RCA directories are adequate and correspond to the market, Shkumatov notes. But it’s not just that: as insurance commissioner Nina Korneeva said, over the past year insurers have significantly improved the algorithms for calculating the insurance premium (that is, how much a car owner must pay for compulsory motor liability insurance) and calculating payments. In the first part, at the stage of concluding an insurance contract, high-risk brands and categories of cars are excluded. In particular, only by manual agreement and at an increased rate is it possible to insure the Gazelle under compulsory motor liability insurance: this delivery truck, one of the cheapest on the market, turns out to be a source of high risk of accidents. At the same time, a significant premium applies to cars that fall into the “sports” category.

“Some brands are considered sports, “gambling” by default, so they are insured at an increased rate,” said the insurance commissioner. As a rule, such “discrimination” is backed by accident statistics, therefore, no matter how offensive it may be for a punctual car owner, some brands with a “sporting” reputation drive up the insurance premium.

According to MK’s interlocutor, other methods are also used: for example, the history of discounts is not automatically updated when changing a driver’s license (therefore, in particular, compulsory motor liability insurance for a driver with 10 or 20 years of experience can suddenly double – a good coefficient was not taken into account bonus-malus). It is still possible to correct this – just like insuring a car from a “discriminated” category – but only in person and after an interview with the head of the branch. But thanks to these little tricks of the insurers, OSAGO started working again.
