At the end of August, the Ministry of Agriculture announced the suspension of the issuance of soft loans at a rate of up to 3% per annum for the purchase of housing in rural areas. According to the department, this was done to “prevent” banks from exceeding the limits of the program after a sharp increase by the Central Bank of the key rate to 12%.
