Interfax: the government is discussing with exporters measures to stabilize the ruble

The relevant departments and the Central Bank are discussing with exporting companies measures to stabilize the ruble exchange rate. About it informed Interfax, citing three sources.
Possible measures include monitoring the accumulation of foreign currency abroad, returning the norm for the mandatory sale of up to 90% of foreign exchange earnings, as well as a ban on the payment of dividends and loans abroad, including in rubles and to friendly countries, and a ban on any transactions that can be considered as a withdrawal of funds abroad. In the event that exporters take insufficient steps to stabilize the ruble exchange rate, the authorities can use the tools of the new windfall tax. Interfax did not give any details of this idea.
It is specified that these measures were discussed at a meeting of the Central Bank, the government, the Ministry of Finance, the Ministry of Economic Development and the Ministry of Energy with exporting companies on August 14.
The ruble began to weaken at the end of June. During trading on the Moscow Exchange on August 14, for the first time since the end of March 2022, the dollar exceeded 101 rubles, the euro – 111 rubles. The Chinese yuan traded above 13.8 rubles.
15 August Central Bank accepted the decision to raise the key rate immediately by 3.5 percentage points, to 12%. The ruble reacted to this with a moderate strengthening: at the moment, the dollar fell to 95.53 rubles, the euro – to 104.33 rubles. However, after a while, the foreign currency again moved to growth. During trading on August 15, the maximum and minimum values of the dollar amounted to 99.1975 rubles. and 92.6 rubles. respectively, euro – 108.54 rubles. and 103.75 rubles.
