The Ministry of Agriculture published on regulation.gov.ru a draft government resolution expanding the powers of veterinary control. All livestock enterprises are proposed to be assigned categories of high and very high risk of violations in order to open up the opportunity for veterinarians to conduct routine inspections at 37 thousand such facilities. Now, due to the moratorium, only 3.9 thousand fall under them. However, statistics provided by the department itself show that without state control, agricultural losses from livestock and poultry diseases are decreasing. The “categorical” approach to inspections itself does not correspond to the ideology of control and supervisory reform and is unlikely to be supported by the White House, Kommersant found out.
