Thus, Order No. 14 dated January 13, 2023, amended the list of territories in which hostilities are (were) conducted, or which are not controlled by Kyiv. “According to the order, the city of Kyiv is excluded from the list of territories of possible hostilities,” the report says.

Russia’s special operation in Ukraine began on February 24, 2022. President Vladimir Putin named its goals the protection of the inhabitants of Donbass, as well as the demilitarization and denazification of Ukraine. On March 29, the Ministry of Defense announced a reduction in hostilities in the Kiev and Chernigov directions. Prior to this, the head of the department, Sergei Shoigu, said that the main tasks of the first stage of the Russian military operation had been completed and now it was possible to focus on the liberation of the Donetsk and Lugansk people’s republics.
During the special operation, Russian troops took full control of the LPR, as well as most of the DPR, Kherson and Zaporozhye regions. Subsequently, these territories became part of Russia.
