A number of specialized companies reported to Kommersant about a significant increase in demand for outsourcing of military records, including Unistaff Peyrol (ANCOR company), Marillion, Severstal – Unified Service Center, 1C-WiseAdvice and B1. Thus, according to Natalya Korotina, senior manager of Marillion’s outsourcing department, in the last three months the company has received four times more requests than in six months: most clients need turnkey military registration. “Over the past three months, approximately every tenth existing client has made a request for the provision of military registration services,” notes Alina Veretena, senior lawyer for labor law at Unistaff Peyrol. The 1C-WiseAdvice press service notes that for companies that have never had specialists on staff who are so deeply versed in the nuances of military records, the only way to quickly resolve the issue was outsourcing such tasks. “It’s very difficult to hire such an employee, and quickly, too—for years no one needed these competencies, and the number of specialists has decreased,” the personnel department of a large transport company told Kommersant.

Often specialists also have difficulties when preparing documents. “We are faced with the lack of uniform standards and requirements – each military registration and enlistment office and commission work in their own way,” says Yulia Tarasova, a member of the General Council of Business Russia. “There is no exact list of documents that need to be provided. There are methodological recommendations, but often, even if we follow them, we are refused,” says the press service of 1C-WiseAdvice. “Some military registration and enlistment offices refuse to approve military registration activities for companies with fewer than ten persons liable for military service,” a Kommersant source in a company engaged in outsourcing military registration gives an example.

Another problem, according to Kommersant’s interlocutors, is the unpreparedness of the military registration and enlistment offices themselves to accept documents (companies must submit them on paper). “The military registration and enlistment offices cannot cope with the flow of applicants. For example, in Moscow, military registration and enlistment offices are accepted on Monday and Wednesday, and the queue for some of them is scheduled a month in advance,” 1C-WiseAdvice told Kommersant. “At the beginning of this week, submitting documents took two hours; as a rule, we spent less time. Queues have appeared, there weren’t any before,” says Maxim Tretyakov, head of the industrial committee of Support of Russia. “Most likely, after October 1, many companies will be fined for failure to comply with deadlines for submitting data on those liable for military service,” says Kommersant’s interlocutor in one of the specialized companies.

However, not everyone is worried about fines – some large enterprises are more afraid of scaring their own employees by collecting military tickets. “With a turnover of 3 billion rubles. per month we can afford to pay a fine of 400–500 thousand rubles. at least a few times. But if the employees of our IT department, having heard about military registration, quit and leave, there will be no one to work,” says Kommersant’s interlocutor in one of the critical information infrastructure companies.

What other difficulties do employers face?

In addition to the problems of military registration and enlistment offices, companies also have accounting difficulties with their own personnel. According to Alina Neretina, senior labor law lawyer at Unistaff Payroll, companies that provide outsourcing services for military records often encounter the fact that an employee of the client company refuses to provide the necessary data. “Most often this concerns military ID cards. Let us remind you that the absence of military registration documents from a person applying for a job is not specified in the legislation as a circumstance excluding the possibility of employment. If a person liable for military service does not have military registration documents, it is necessary to notify the military registration and enlistment office within the time limits established by law. It is also recommended to notify the employee himself so that he provides military registration documents. Let us note that the employer cannot force the employee to bring a military ID, however, if the employee does not provide it, then he can be subject to disciplinary action (reprimand or reprimand) in accordance with the procedure provided for in Article 193 of the Labor Code,” she notes. If an employee has lost his military ID, then he needs to contact the appropriate military commissariat within two weeks to receive documents to replace the lost ones. There is no time frame for restoration in the law, but in practice it takes less than a month. The employer is not obliged to assist in the restoration of military registration documents by the employee.

“In cases where an employee refuses to provide military registration documents, we notify him of his current duties against his signature. If he refuses to sign the notification, an act is drawn up,” says Yulia Tarasova, a member of the General Council of Delovaya Rossiya. Some companies solve problems with military ID even at the stage of hiring a new employee. As Maxim Tretyakov, chairman of the Supports of Russia committee for industry, says, at the Elkat enterprise, where he is the general director, a military ID is mandatory when hiring. “I don’t remember any cases of refusal; if they refuse, we will look for and hire those who agree,” he says.

At the same time, notes Ekaterina Ukhova, head of the HR consulting services group B1, companies sometimes have difficulty appointing a person responsible for maintaining military records. “This is primarily due to the fact that fines for officials will increase significantly, and employees do not want to take on additional responsibility,” she says.

It can be assumed that the current difficulties concern mainly small and medium-sized businesses – many large companies do not have such problems. “There is indeed an increase in demand for services related to outsourcing of military registration of employees in the corporate sector. It would be incorrect to name specific figures here, since now we are talking about the fact that many companies that previously, in principle, did not keep such records in the system and were not registered with the commissariats, began to need such an examination quite suddenly. Severstal – CES, as a large SSC, responsible, in particular, for comprehensive support for the activities of the HR services of the brand itself, as well as within the framework of client projects outside its perimeter, has at its disposal established mechanisms for organizing military registration of employees. So for us and our partners, no significant changes will happen from October 1,” says Alexey Pokidov, head of the personnel service center at Severstal – Unified Service Center.
