At the by-elections of State Duma deputies for four vacant seats in single-mandate constituencies, a new version of the Stop Double project will be used, said Ella Pamfilova, head of the Russian Central Election Commission. According to her, this will ensure the purity of the voting results.
“In four regions where by-elections of State Duma deputies will take place, we will test a new version of the Stop Double project, modified on the basis of the experience of 2021, in order to prevent multiple voting,” Ms. Pamfilova said in an interview with RIA Novosti.
The Stop Double system was first applied in 2021. Each voter who expressed a desire to vote online or at the place of residence was assigned a unique anonymized code that a member of the election commission could enter on the portal and see if this citizen had previously received a ballot elsewhere.
Elections of governors, local parliaments and by-elections of deputies of the State Duma will be held in Russia on September 8-10 (a single voting day is scheduled for September 10). The Central Election Commission reported that elections of senior officials were planned in 21 subjects, as well as additional elections of State Duma deputies for four vacant seats in single-mandate constituencies. In particular, for the first time, elections to regional legislative assemblies will be held in new regions of the country — in the Donetsk and Lugansk People’s Republics, as well as in the Kherson and Zaporozhye regions.
