Mr. Sinitsyn’s initiative suggests that the amount of remuneration from the rental should be sent to foreign copyright holders to a special account in order to exclude civil lawsuits from Western film companies and the Ministry of Culture. He suggested considering the possibility of importing copies of Western films from Belarus. In addition, the senator prepared a draft law on introducing a moratorium on inspections and initiation of administrative cases against Russian cinemas for showing foreign films without a distribution certificate.
The Cinema Fund responded by saying that it was against the legalization of pirated screenings of foreign blockbusters in Russian cinemas. “The implementation of any mechanisms for legalizing the display of audiovisual content without the consent of the copyright holders (“piracy”) creates additional legal and reputational risks, at the moment it seems inappropriate, and also carries the risk of providing access to the territory of the Russian Federation for content that is contrary to the fundamentals of state policy to preserve and strengthen traditional Russian spiritual and moral values,” says the response signed by the executive director of the fund, Fyodor Sosnov.
After the outbreak of hostilities in Ukraine, the largest Hollywood rights holders, such as Universal, Disney, Sony, Warner, suspended their work in the Russian Federation and began to withdraw licenses to show their films. In June, WesternRus, which provided Russian cinemas with access to showing foreign films, decided to suspend activities due to high levels of piracy.
