The Ministry of Labor wants to strengthen control over state and municipal employees
The Ministry of Labor and Social Protection of the Russian Federation proposed to introduce a single questionnaire for employees in state and municipal authorities and to strengthen control over the information contained in it. Such a conclusion can be drawn from bill “On Amendments to the Federal Law “On the System of Public Service in the Russian Federation” and Certain Legislative Acts.”
According to this initiative, personnel services will be able to request information on a specific employee from relevant government agencies and other organizations, and will also have the opportunity to terminate the contract if the information provided by the candidate turned out to be false. As journalists were told in the office of the Cabinet of Ministers, the bill was approved at a meeting of the government commission on legislative activity.
The Ministry of Labor believes that the innovations will make it possible to “unify information about the personnel composition” of public authorities and significantly reduce the time required for checking the information of questionnaires, reducing the “labor costs of personnel services.” The department noted that now the institutions for the prevention of corruption, including the already used form of the questionnaire, have been operating for a long time. At the same time, a number of departments use their own forms of the questionnaire, and its unified data standard about a citizen “will simplify interaction with other information systems for operational verification.” The Ministry of Labor believes that in this way the bill will allow for the digitalization of the personnel service in state bodies and at the municipal level.
The preparation of this bill was launched on behalf of Russian President Vladimir Putin in 2019. It is reported that the specific form of the questionnaire, as well as the data included in it, is proposed to be established separately by an act of the head of state.
