In Russia, the export quota for scrap and waste of ferrous metals has been extended for six months

The Russian government has extended the tariff quota for the export of ferrous scrap and waste outside the Eurasian Economic Union (EAEU) until June 30, 2023. The quota has been reduced from 1.35 million tons to 600,000 tons, corresponding to decree Cabinet published on the portal of legal information.
“To establish from January 1 to June 30, 2023, inclusive, a tariff quota for the export outside the territory of the Russian Federation to states that are not members of the Eurasian Economic Union, waste and scrap of ferrous metals … exported in accordance with the customs procedure for export in a total volume of 600,000 t,” the document says.
The rate in this case will be 5%, but not less than 5 euros per ton. The Ministry of Industry and Trade was instructed to distribute the quota among exporters in accordance with established rules, and the FAS was instructed to provide the Ministry of Industry and Trade with customs statistics within three days.
At the end of June 2021, the government increased export duties on ferrous scrap to 5%, but not less than 70 euros / t (before that, from January 31, the rates were 5%, but not less than 45 euros / t). The Ministry of Industry and Trade then explained that ferrous scrap is a strategic raw material for the metallurgical industry and the price of rebar directly depends on its prices. Since January 2022, the government has again raised duties.
At the end of May, the Cabinet of Ministers introduced quotas for the export of scrap metal and ferrous waste. The restrictions were set for two months – from June 1 to July 31, 2022. It was reported that for total exports outside the EAEU for this period up to 540,000 tons, the duty will be 5%, but not less than 100 euros per 1 ton (i.e., will remain the same as already in effect from January 1, 2022). But if this indicator is exceeded, the minimum duty will increase to 290 euros / t. July 31 export quota extended until the end of this year, increasing it to 1.35 million tons.
