In Russia it is proposed to create a Victory Party: based on Putin’s ideas

The military operation in Ukraine has been going on for three years; it has radically changed the economic and social life of Russia and influenced its position in the world. Patriotic and anti-Western sentiments strengthened in society. Pro-Western and liberal figures became marginalized or went abroad altogether.
The prestige of President Putin, who maintained his cool during a period of failure and began to implement a victorious strategy at the front and in the rear of the Northern Military District, has grown sharply. The strengthening of discipline and unity of command throughout the vertical chain of power was positively assessed by the majority of the population, which was reflected in the growth of Putin’s popularity. At the same time, expectations are growing for serious changes with which he should consolidate the inevitable victory and mark the beginning of a new stage in Russia’s development.
The economy has undergone fundamental changes. The state began to more effectively manage the remaining public property, introduced additional elements of planning, and provided finance for the implementation of the developments of scientists and engineers in the production of military equipment and related industries. The private sector, including medium and small businesses, has taken its rightful place in providing the front with everything necessary. Capital, technology and specialists began to return to the country.
At the same time, it is obvious: the West’s cold war against Russia will not end in the foreseeable future, but will only change its form. Many effective ways to mobilize the economy and society will continue to be used after the completion of the JEE. Reformatting the current party system can help consolidate patriotic sentiments in society. It reflects the situation after the collapse of the USSR and the import of Western political technologies. Rivalry in elections and in bodies of representative power leads to the fragmentation of the active part of society and to the strengthening of centrifugal tendencies.
It is proposed to create a modern national political organization – the Victory Party, reflecting the traditions of Russian history and the current rise of society in conditions of mobilization. At first, it would unite members of the Northern Military District who returned from the front and activists of volunteer movements, entrepreneurs who have proven their patriotism, scientists, cultural figures and the media, as well as entire veteran, women’s and youth structures.
It is proposed to make the ideological basis of the Victory Party the ideas of Vladimir Putin as a set of his statements on domestic political, economic, civilizational, foreign policy and other problems. The absence of a coherent system of views of the national leader, set out in the form of fundamental publications, as well as thematic collections in printed and electronic forms, is a flaw in the pro-government structures speaking on his behalf. The effectiveness of theoretical works and thematic collections accessible to a wide range of people in modern conditions is proven by the experience of China. “Xi Jinping Thought” on the key areas of economics, culture and nation-building is widely disseminated and helps people navigate the current development and strategic perspective of the nation.
In a similar way, we can use the proven experience of putting forward long-term and medium-term programs to the nation. In 2012, at the very beginning of his leadership of China, Xi Jinping announced the “Great Revival of the Chinese Nation” plan, which should be implemented by the 100th anniversary of the People’s Republic of China in 2049. By another date, the 100th anniversary of the founding of the Communist Party in 2021, it was promised to double China’s per capita income and GDP and, most impressively, to raise the living standards of the poorest 100 million Chinese above the subsistence level.
These promises were fulfilled fully and on time. Xi Jinping then promised to double GDP and incomes again by 2035, the 100th anniversary of the end of the Long March of Mao Zedong and his associates, and to complete the “socialist modernization” of China using all the achievements of science and technology. By putting forward mobilizing plans and their strict implementation, the Communist Party regained public trust, which had weakened after the Great Leap Forward, the Cultural Revolution and the events in Tiananmen Square. The CCP has reached 100 million members. They represent all strata of society – from peasants and workers to soldiers and officers, from refined intellectuals to owners of billions of dollars. The CPC effectively solves the problems of parallel development of the socialist and capitalist sectors of the economy, regulates relations between different classes and social groups. Over the past 12 years, the Chinese Communist Party has become the Victory Party. In fact, it has become a single neural network uniting the entire nation to achieve the patriotic goals of the greatness of the Celestial Empire.
The Russian Victory Party, setting the long-term goal of restoring the greatness of our state, can use the upcoming anniversaries of Victory in the Great Patriotic War as intermediate milestones. For example, by 2025, double pensions for veterans of the Second World War, local conflicts and military districts. By 2035, raise the incomes of all citizens above the poverty level. By 2045, the 100th anniversary of the Victory, solve the demographic problem by creating a state system for stimulating childbirth, care for infancy and motherhood. These are just some examples.
The development of the Victory Party is intended to make it the ruling party in the foreseeable future, absorbing not only the electorate, but also the apparatus and organizational capabilities of United Russia. At the same time, the Communist Party of the Russian Federation and the Liberal Democratic Party would continue to exist as secondary political organizations. Essentially, we can talk about a transition to a “one and a half party system”, similar to the one that operated in Japan after the Second World War and ensured the “Japanese miracle”. The Liberal Democratic Party of Japan (LDP) rules, and the Communist Party, the Socialist Party, the Buddhist Komeito and other parties either enter into a coalition with the LDP or, as an opposition, prevent it from abusing power.
Convergence with the forms of political life of the Eurasian countries would logically reflect society’s disappointment with the results of the experiment with a multi-party system carried out since the 1990s. Borrowed from Western countries, it was unable to ensure not only development, but even the preservation of the achievements of previous decades. The creation and development of a new party would bring new energy into the political life of Russia, allowing the system of public organizations to be reformatted and clear national goals to be set for the economy.
Having won the 2024 elections, Vladimir Putin will receive a mandate for the most serious innovations in the life of the nation. One of them could be the reformatting of the political structure and the creation of the Victory Party.
