In every third region where direct elections of governors will be held, a senator will be replaced

At least in a third of the constituent entities of the Russian Federation, where direct gubernatorial elections will be held in September, a new senator from the executive branch will appear, Kommersant calculated. We are talking about the Omsk, Smolensk, Oryol, Pskov and Ivanovo regions, as well as the Altai and Primorsky territories: there, the “senatorial troikas” of the main candidates for the leadership position did not include current members of the upper chamber. But there may be more retirees – for example, if instead of the communist Valentin Konovalov, Khakassia is able to be headed by United Russia Sergei Sokol.

In total, this autumn, gubernatorial elections will be held in 26 regions, but the heads of five of them (Yamal-Nenets Autonomous Okrug, Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions) will be elected by parliaments. There, the composition of the “senatorial troikas” will most likely become known no earlier than the end of August, when the president will select three candidates from among those proposed by the parties and submit them to legislative assemblies.

Of the 21 remaining senators from the executive branch, whose powers expire in September, according to the results of the elections, seats in the Federation Council (SF) are likely to be retained by Vice Speaker of the House Galina Karelova (Voronezh Region), First Deputy Chairman of the Economic Policy Committee Ivan Abramov (Amur Region). Oblast), First Deputy Chairman of the Committee on Federal Structure Vladimir Gorodetsky (Novosibirsk Region), Deputy Chairman of the same Committee Anatoly Shirokov (Magadan Region), Deputy Chairman of the Agrarian Committee Yegor Borisov (Yakutia) and Vladimir Lebedev (Nizhny Novgorod Region), as well as member of the Budget Committee Pavel Tarakanov (Tyumen region). All of them are included in the “senatorial troika” of incumbent governors who are running for a second term. Also, the work in the Federation Council, most likely, will continue the head of the committee on constitutional legislation Andrey Klishas (Krasnoyarsk Territory) and member of the committee on international affairs Anna Otke (Chukotka), who were already nominated to the upper chamber by the new leaders of the regions – acting governors Mikhail Kotyukov and Vladislav Kuznetsov, respectively .

In the capital and Moscow region electoral committees, Kommersant could not provide information about the “senatorial troikas” of Mayor Sergei Sobyanin and Governor Andrei Vorobyov, but the first deputy chairmen of the Federation Council Committees on Defense and Social Policy Vladimir Kozhin and Olga Zabralova, delegated by them, will probably retain their posts. Not included in the “troika” seven current senators. So, among the nominees for the Acting Governor of the Omsk Region, Vitaly Khotsenko, there was no member of the Federation Council Committee on Constitutional Legislation Elena Mizulina, who was first delegated to the upper house by Viktor Nazarov, and then reappointed by Alexander Burkov. Instead, Mr. Khotsenko nominated Ivan Evstifeev, deputy head of the Sirius federal territory, Vadim Berezhny, head physician of the regional medical and surgical center, and Yulia Chekhlova, a teacher at secondary school No. Omsk. According to Kommersant’s sources, another member of the regulatory committee, Vladimir Krugloy, who represents the governor of the Oryol region Andrei Klychkov in the Federation Council, will probably be replaced by the first deputy head of the region, Vadim Sokolov. Together with him, the head of the Oryol branch of the Defenders of the Fatherland Foundation, Olga Anisimova, and the director of the Spasskoye-Lutovinovo Museum-Reserve, Sergei Stupin, were nominated for the post.

The governor of the Pskov region, Mikhail Vedernikov, will replace the deputy head of the Federation Council committee on social policy, Elena Bibikova, with the deputy chief of staff of the Airborne Forces, Alexei Naumets. He stated this even during the nomination for a second term. And the head of the Ivanovo region, Stanislav Voskresensky, will appoint the former head of the Federal Customs Service, Vladimir Bulavin, as a senator: he made a corresponding proposal to the former customs officer at the end of June. Now Mr. Voskresensky is represented in the upper chamber by Valery Vasiliev, deputy chairman of the committee on economic policy.

The former governor of the Altai Territory, Alexander Karlin, who holds the post of deputy chairman of the committee on constitutional legislation, will also leave the Federation Council after the elections: the veteran was not included in the “senatorial troika” of his successor Viktor Tomenko. Instead, the head of the region nominated his representative in the regional legislature Natalya Kuvshinova, State Duma deputy Ivan Loor and ex-senator Yuri Shamkov. Which of them is the most likely candidate for senators, Kommersant’s sources still find it difficult to say.

Finally, Svetlana Goryacheva, the representative of the seaside governor, the first deputy chairman of the procedural committee, will definitely leave the Federation Council. Instead, the head of Primorye, Oleg Kozhemyako, nominated regional prime minister Vera Shcherbina, speaker of the legislative assembly Alexander Rolik and deputy Alexander Zakharov to the senators. The list of retired senators may still grow, since elected governors do not always give preference to incumbent parliamentarians, even if they previously included them in the “troika”. In the Samara and Kemerovo regions, the election commissions did not provide Kommersant with data on the “troikas” of Dmitry Azarov and Sergei Tsivilev.
