In addition to the “School of Governors” and “School of Mayors”, there will be a “School of Teachers”

By analogy with the “school of governors”, not only the “school of mayors” will be launched, but also the “school of teachers” – a personnel reserve in the Russian education system. It will affect those who work in preschool, school, secondary specialized education, as well as managers from the system of pedagogical universities. The idea of ​​creating such a personnel reserve was expressed at a meeting of the Supervisory Board of the ANO “Russia – the Land of Opportunities” (RSV) with the participation of President Vladimir Putin, the finalist of the “Flagships of Education” contest Kristina Kopotilova.

In 2023, the third competition for teachers “Flagships of Education” was launched, which is held by the RSV, reminded the CEO of the RSV Alexei Komissarov. Kopotilova said that the winners of professional competitions in the field of education such as “Flagships of Education”, “Teacher of the Year”, “Director of the Year”, “First Teacher” are “teachers who create our future, they grow and educate it.”

Therefore, she proposed to form a single personnel reserve in the education system, “which will allow participants to be appointed to vacant positions in any regions of Russia.” For this personnel reserve, she proposed to develop an educational program “similar to the governor’s school.” “We are convinced that such a program will be able to professionally strengthen future managers in education,” said Kopotilova.

Her idea was supported by Deputy Prime Minister Tatyana Golikova, saying that “personnel, especially for rural and remote settlements, is very important.” “What is being proposed now could be worked out in advance with the guys, with young people and professionally oriented in advance to where we need such personnel,” Golikova said.

According to her, now Russia needs about 22,000 people to work in schools, and there are statistics for which regions how many teachers and managers are needed in education. The government understands the current enrollment in universities and colleges for pedagogical specialties, and is ready to form a pool of applications, while the RSV can help “with its own resources”, and besides, it will be a kind of retraining of personnel, the Deputy Prime Minister said.

“If these three sources are connected, then, working with colleagues, we will be able to select [кадры] for initial work and, of course, if higher training and retraining, then already within the framework of managerial personnel for the school – and not only for the school, but also for secondary specialized educational institutions, kindergartens, ”she noted. Putin, who was present at the supervisory board of the RSV, supported the idea of ​​a new personnel reserve.

In 2017, the President instructed to launch a managerial personnel reserve program at the Higher School of Public Administration of the RANEPA, the so-called “school of governors”. In June, I graduated from the fifth stream. About 50 people who studied under this program headed the Russian regions. And in June 2023, following the results of the Council for the Development of Local Self-Government, which was chaired by the president in April, an instruction was signed to create a similar “school of mayors” – a program for training a personnel reserve in the field of local self-government.

As part of the training program for managers in the field of education, implementation is planned with the participation of leading experts from the RANEPA, the Academy of the Ministry of Education of Russia, the Senezh management workshop and other organizations that own advanced technologies, a representative of the press service of the RSV told Vedomosti. “This will professionally strengthen the corps of managers in the field of education. It is planned that the program will be as practice-oriented as possible and will introduce students to the best practices and solutions in the field of education,” the source said. According to him, the new reserve will concern the training of specialists in the field of preschool and secondary education.

Now, personnel reserves are being created at the regional and municipal levels, including in the field of education, the RSV explains: “Local, and in fact, “closed” personnel reserves do not allow teachers and managers from other municipalities or regions to apply for vacant positions.” Given the availability of vacancies in the regions of the country, “a single industry-wide personnel reserve under the leadership of the Ministry of Education will facilitate the prompt interaction between the employer and the specialist,” says a representative of the RSV. When creating a personnel reserve, the achievements of teachers and managers in federal professional competitions will be taken into account.

Vice-Rector of the Financial University Alexander Safonov recalls that a personnel reserve of specialists in the field of education already exists in the system of the Ministry of Education and Science. In 2023, 80 people underwent retraining within its framework, the selection was carried out through testing through the RSV platform, and specialized training was carried out at the State University of Management. According to Safonov, this is due to the specifics of the professional training of candidates for managerial positions in the system of science and higher education.

The new initiative will be used for management training in the secondary vocational education system and for schools, he says. At the same time, Safonov notes that managing teams in the field of education is a complex process that requires knowledge of the intricacies of the educational field and experience in it. Otherwise, there will be costs of appointing leaders who do not understand the process of effective education of children, he concluded.
