How sanctions affected the budgets of the regions

The execution of regional budgets in 2022 took place under the most severe conditions and against the backdrop of great uncertainty. The positive results of 2021, the accumulated margin of safety, the assistance of the federal center, as well as the coordinated work of all branches of government in transformational conditions, made it possible to go through a difficult financial year and end it with good results, according to the report of the Expert RA rating agency “Strength test: regional budgets and the economy under the pressure of sanctions” (“Vedomosti” got acquainted with the text of the study). Incomes of subjects at the end of the year (excluding municipalities) at the end of the year increased by 12.1% to 17.6 trillion. The regions’ own revenues – tax and non-tax (NTD) – increased by 13.1% to 13.3 trillion.
Expenses also increased by 16.5% to a similar income of 17.6 trillion rubles.
