How “end-to-end technologies” have been transformed – Economics – Kommersant

In official documents, the term “end-to-end digital technologies” was first used in the program “Digital Economy of the Russian Federation”, approved by government decree No. 1632-r dated July 28, 2017. The list includes big data, neurotechnologies and artificial intelligence, distributed registry systems, quantum technologies, new production technologies, the industrial Internet, robotics and sensor components, wireless communication technologies, virtual and augmented reality technologies. The paper noted that the list is subject to change as new technologies emerge and develop.

In July 2019, Dmitry Medvedev, then prime minister, approved government decree No. 1484-r dated July 8, 2019 on the signing of agreements of intent between the government and companies in order to develop certain high-tech areas (with Rosatom – about development of technologies for new materials and substances, quantum computing, with Russian Railways on quantum communications, with Rostec on the Internet of Things, distributed registry technologies, quantum sensors, 5G mobile networks (together with Rostelecom), with Sberbank on AI) . Thus, “end-to-end digital technologies” were equated with high-tech areas.

Later in the same 2019, the Presidium of the Government Commission on Digital Development approved seven roadmaps: Virtual and Augmented Reality Technologies, Quantum Technologies, New Manufacturing Technologies, Wireless Communication Technologies, Distributed Registry Systems, Components of robotics and sensors”, “Neurotechnologies and artificial intelligence”, they refused to develop plans for the development of big data and the industrial Internet.

In December 2020, speaking at a meeting with President Vladimir Putin, First Deputy Prime Minister Andrey Belousov, speaking of “end-to-end technologies”, also named microelectronics, the creation of new and portable energy sources, the transmission of electricity from distributed intelligent systems, advanced space systems and genetic technologies .

In July 2022, at a meeting of the Council for Strategic Development and National Projects, Vladimir Putin instructed the government to restart work on the development of “end-to-end” technologies, recognizing that so far it cannot be called particularly successful. For example, the microelectronics development project had to be completely rebooted in 2021. The corresponding work was completed by the White House by the end of 2022. If earlier the development of “end-to-end” technologies was more focused on the research aspect, now the main thing for the state is to obtain a specific product and bring it to the market, including with the help of non-state companies.
