Among the people not announced by Ushakov on December 5, but who arrived with Putin in Abu Dhabi, was the head of Chechnya, Ramzan Kadyrov, as reported by his administration and confirmed by journalists from the Kremlin pool. Kadyrov met with the head of the Russian delegation at the COP-28 summit, Ruslan Edelgeriyev – both natives of the Chechen village of Tsentaroy. Under the leadership of Elelgeriev in Dubai were the Minister of Economic Development Maxim Reshetnikov, the head of Roshydromet Igor Shumakov, the Deputy Head of the Ministry of Natural Resources Sergei Anoprienko, the Minister of Finance Anton Siluanov and others – a total of 35 people.
