Housing is in no hurry with commissioning – Kommersant

Commissioning of housing in January-April amounted to 36 million square meters. m, Rosstat said, — thus, the figure in annual terms decreased by 4.1% (for the same period in 2022, 37.6 million sq. m were put into operation). After the growth in January, apparently associated with the commissioning of the “remains” of last year, the volume of housing commissioning over the past three months has lagged behind last year’s values - in April, 7 million square meters were commissioned. m of housing, which is 14.3% less than in April 2022.
The main contribution to the negative dynamics, as follows from the data of Rosstat, is made by individual housing construction (IZHS), which accounts for more than half of the commissioned housing in the country. After a strong drop in November-December last year, the volume of commissioning of private houses recovered against the backdrop of post-COVID demand and the spread of preferential mortgage programs for individual housing construction (due to this, lending to the sector tripled in 2022 – up to 33 thousand loans worth about 140 billion rubles, see Kommersant of January 26). However, in general (with the exception of January), the volume of individual housing construction continues to lag quite noticeably behind last year’s results, which is largely due to the high base in 2022, including due to the “paper entry” (registration of existing houses), the effect of which gradually exhausted (see Kommersant of November 15, 2022). So, in April, almost 4.4 million square meters were commissioned by citizens. m, which is 19% less than a year earlier, and in general since the beginning of the year – 21.1 million sq. m. m (minus 10.5%).
In the sector of apartment buildings in January-April, 14.9 million square meters were commissioned. m, which is 7% more than in 2022. However, this growth was largely due to a sharp increase in indicators in January (in particular, due to the postponement of the commissioning of projects from the end of the year), after which the commissioning of apartment buildings gradually slowed down in monthly terms due to seasonality – this is also confirmed by data on a decrease in the volume of disclosure of escrow accounts (see Kommersant dated May 2). In April, the commissioning of industrial housing amounted to 2.7 million square meters. m, which is 7% less than a year earlier, when 2.9 million sq. m. By the end of the year, the authorities expect to commission 50 million square meters. m of multi-apartment housing (against 45.5 million in 2022), however, we recall that there is still an imbalance in the market due to a decrease in demand for real estate (see Kommersant dated April 12).
