Head of the Ministry of Energy: Putin instructed to accelerate the liberalization of LNG exports

Russian President Vladimir Putin ordered to accelerate the liberalization of LNG exports and include the Murmansk LNG project in the strategic documents of the industry, said Energy Minister Nikolai Shulginov, writes Interfax.

After the adoption of the bill on liberalizing LNG exports, the deadline was set until November 1, said Pavel Zavalny, Chairman of the State Duma Committee on Energy. It must be considered by the State Duma by the end of October.

In the summer, State Duma deputies introduced a bill allowing foreign supplies of liquefied natural gas (LNG) without reference to specific fields. In particular, export access to the Murmansk LNG project can be formalized in this way.

On October 9, the Duma Energy Committee approved for the second reading a bill amending the law “On Gas Exports,” granting the right to export LNG from onshore fields north of 67 degrees north latitude.

In the spring, Prime Minister Mikhail Mishustin statedthat the Cabinet of Ministers intends to allow the export of LNG from the subsoil located in the northern territories of the Krasnoyarsk Territory and the Yamal-Nenets Autonomous Okrug. He noted that gas reserves in these territories amount to about 3 trillion cubic meters. m.

In June, Chairman of the Board and co-owner of Novatek Leonid Mikhelson toldthat the company plans to use its own resource base for a new LNG production project with a capacity of 20.4 million tons per year in the Murmansk region and does not intend to purchase gas for liquefaction from Gazprom. For Murmansk LNG, the company plans to use its own liquefaction technology – Arctic Mix. The capacity of one line, according to Mikhelson, will be about 7 million tons per year.
