Head of the Association of Pharmaceutical Manufacturers of the EAEU urged to adapt the strategy “Pharma-2030” today

The new Russian strategy for the development of the pharmaceutical and medical industry (“Pharma-2030”) will be adopted in seven years, but it needs to be adapted to today’s realities, says Alexei Kedrin, Chairman of the Board of the Association of Pharmaceutical Manufacturers of the Eurasian Economic Union. He spoke about this at the conference “Pharma and healthcare: tasks of the new time”organized by Kommersant.

“Being actually created on the basis of the realities of the 2020 model, the program must be adapted already today. How this can be done: when the list of activities for the implementation of the strategy is formed, one of the first activities in this series should be an obvious system for updating indicators and evaluating the effectiveness of program implementation,” Mr. Kedrin believes. According to him, hypothetically, such an opportunity is laid through the creation of specialized interdepartmental commissions. Without this, the program “will not fly,” the association believes.

Mr. Kedrin noted that one of the main problems of the pharmaceutical industry today is that the speed of changes in the external environment does not match the speed of decision-making and the willingness to change and adapt plans on the go. Long-term and medium-term forecasting within the framework of the program is also important, but there are problems in this area, he said. As an example, he cited the target indicator for the volume of creation of domestic drugs – 42% by 2030. “We have six years left until 2030, when the program is adopted and the plan for its implementation is completed,” he recalled. According to him, 42%, firstly, “probably not the most ambitious goal”, and secondly, it is necessary to ensure that such goal setting is transparent: it should be clear “why 42 and not 45”.

The Pharma 2020 strategy was approved in 2009. The Ministry of Industry and Trade noted that the program was successful — thanks to it, it was possible to increase the share of domestic drugs on the market and create new production sites, which later helped to quickly respond to the spread of coronavirus.
