The governors of the Kherson and Zaporozhye regions annexed to Russia can be elected in direct elections on a single voting day on September 10, 2023. Now this option will not be rejected, Vladimir Rogov, a member of the main council of the administration of Zaporozhye, told Vedomosti. “Now in our region, with the help of the Central Election Commission (CEC), election commissions are being formed,” he said. On January 23, the CEC reported on the formation of election commissions of Zaporozhye and Kherson regions in the Telegram channel, but did not indicate for what purpose they were created. For example, elections of deputies to legislative assemblies will be held in the regions in September 2023.
According to Art. 7 of the law “On Martial Law” (VP), elections and referendums in the territory where the VP is introduced are not held. But even despite the martial law, legislative elections will be held, Vedomosti’s source is sure in one of the new regions. Rogov proceeds from the fact that the heads of the DPR and LPR will already be elected in 2023 in accordance with the constitutions adopted there by parliaments that have long been operating in the Russian legal field: “We don’t have a parliament as such yet, so there will be direct elections.”
