The head of Krasnodar, Andrei Alekseenko, may soon be appointed head of the “government of the Kharkiv region,” which operates in the territory of this region of Ukraine controlled by the Russian military, sources close to the presidential administration told Kommersant. The mayor’s office of Krasnodar has not yet confirmed this information; The mayor himself was absent from his workplace on Wednesday. Since the end of July, Mr. Alekseenko has twice visited the Kharkiv region under the program of patronage of Krasnodar over the territories of Ukraine, which have come under the control of the Russian army.
On the upcoming appointment of Andriy Alekseenko as “Chairman of the Council of Ministers of the Administration of the Kharkiv region” late in the evening of August 16, TV presenter Vladimir Solovyov announced on his Telegram channel. In his opinion, this once again confirms that “Russia has come to the liberated territories forever.” Two sources close to the presidential administration told Kommersant that they had heard about this personnel decision.
The administration of Krasnodar does not yet confirm the transfer of Mr. Alekseenko to a new position. “At present, Andrey Alekseenko continues to be the head of Krasnodar, no decision has been made on his resignation,” Anna Kosareva, head of the press service of the mayor’s office, told Kommersant. The reception of the head of the city reported that he was not in place; according to various sources, the mayor is either on vacation or on a business trip in Ukraine. Andrey Alekseenko is the only high-ranking Kuban official who actively promotes in the public space the topic of assistance to the territories of Ukraine that have come under the control of the Russian army. The mayor of Krasnodar, whom Governor Veniamin Kondratyev appointed as the coordinator of the program of patronage of the Krasnodar Territory over the Kharkiv Region, has already twice visited Ukraine with humanitarian convoys. In May, the transition of Mr. Alekseenko to the post of head of the Kherson region (its territory is almost completely controlled by Russian troops) was actively discussed on social networks, but this appointment did not take place in the end.
Andrei Alekseenko is 44 years old, he is a native of the Kuban village of Novopokrovskaya, he graduated from the Kuban State Agrarian University with a degree in construction and finance. He began his career as an assistant foreman at Spetsdorremstroy LLC, then worked as a technical supervision engineer at the Krasnodarselmash plant. In the mid-zero years, Mr. Alekseenko went to work in the administration of Krasnodar, where he rose to the post of head of a department in the department of economic development, investment and external relations. In 2010, he became the deputy head of the Tuapse district, in September 2015 he became the acting head of the Yeisk district, and a month later he was appointed deputy governor of the Krasnodar Territory (at that moment, the newly elected head of the region, Veniamin Kondratyev, was forming his team). The position of the head of the regional center was vacant after the previous mayor Yevgeny Pervyshov was elected to the State Duma. Mr. Pervyshov was not part of the team of Governor Kondratiev, who, towards the end of his first term, began to appoint people from his inner circle to the posts of heads of large cities in the region (Sochi, Anapa, Krasnodar). Andrey Alekseenko took office as mayor on November 17, 2021.
Just a month later, the mayor became a defendant in a major criminal scandal. On December 22, he was brought in for questioning as a suspect in a criminal case on taking a bribe (part 6 of article 290 of the Criminal Code). According to the investigation, the developer Misak Kazaryan handed over to the official a gun worth 1.6 million rubles, and for this, Mr. Alekseenko allegedly ensured the issuance of a conclusion on the compliance of the apartment building with building codes. After the ICR reported on the criminal case against the head of Krasnodar, the mayor’s office expected the temporary suspension of Andrei Alekseenko from work, but he returned to his office the same day without commenting on the events. A few weeks later, the prosecutor of the Krasnodar Territory, Sergei Tabelsky, announced that the case against Mr. Aleksenko had been transferred for investigation to the central office of the ICR. Since then, there has been no official information about the investigation. According to Kommersant, the case has not been closed, the mayor of Krasnodar admits the fact of receiving expensive weapons, but assures that it was a gift for his birthday.
Andrey Alekseenko did not have time to remember the townspeople for any other notable accomplishments in the position of the head of Krasnodar. True, recently in an interview with local media, he announced plans to create a new administrative and business cluster in the suburbs of the regional center, which should relieve the burden on the historical center of the city, and this idea can be considered the most original of those expressed by the mayor. In public speeches, Mr. Alekseenko mainly talks about the long-standing problems of Krasnodar (spontaneous development, deceived equity holders, lack of urban infrastructure capacity), promising to solve each of these problems as far as possible.
