On Tuesday, State Duma deputies will gather for the first plenary session after the New Year holidays. In addition to the general Duma plans approved at the end of 2022, all factions also decided on their own priorities for the spring session. As Kommersant found out, along with the now traditional issues for the Duma agenda of supporting participants in a special military operation (SVO) and their families in 2023, deputies do not intend to forget about their long-standing initiatives, including, for example, a progressive taxation scale, indexation pensions of working pensioners and measures for state regulation of trade.

In the approximate program of legislative work of the Duma for the spring session of 2023, posted on the website of the lower house, there are almost 150 priority bills, two thirds of which were submitted by the government. However, the Duma factions have their own plans for this session.

So, the first deputy chairman of the United Russia faction, Dmitry Vyatkin, told Kommersant that in the near future the party will publish a number of bills relating to the social protection of members of the NWO and their families. According to him, the inter-parliamentary working group on special operation issues plays a special role here. “We had certain baggage, including political decisions, which required additional interdepartmental interaction for implementation, which takes place within the framework of the group’s work. I think that in the near future we will be able to designate them,” the deputy explained. The list of priorities for the Duma United Russia members also includes the fulfillment of all social obligations of the state and “adjustment of the economic system.” In particular, Mr. Vyatkin mentioned the forthcoming amendments to the Labor Code, which will regulate the features of remote work in the context of a changed epidemiological situation, as well as amendments being developed jointly with the government that will relate to working with digital assets.

Another United Russia deputy, Yulia Ogloblina, told Kommersant that on January 16 she was going to introduce an initiative related to the expansion of existing benefits for full holders of the Order of Glory. “The bill expands the rights of heroes awarded the highest state awards. We propose to give them the right to receive free land for running a peasant farm, and not just for building individual housing, as was the case before. This approach will enable those who have received the plot to start developing their business in the countryside. The bill also expands the existing right of family members of heroes to inherit land after their death: first, the land will be transferred to the wife or spouse, then to adult children, then to parents,” Ms. Ogloblina said.

United Russia also plans to amend the federal law “On Veterans”, which implies the provision of social support measures for the spouses of fallen war veterans, regardless of their living conditions and family members. Widows (widowers) of fallen combatants are expected to receive this assistance, regardless of whether they live alone or live with others. The only condition will be the non-entry of a citizen into remarriage, which is provided for in the law even now.

In the healthcare sector, United Russia is preparing a joint initiative with the Ministry of Health to decriminalize medical practice and facilitate medical reporting. “In addition, the concept of “medical service”, which is unloved by all healthcare workers, will be replaced by the phrase “medical care”, the press service of the faction noted. United Russia is also preparing initiatives to support children with disabilities and people with disabilities who have been declared incompetent: it is proposed to protect their pensions and other social payments from debt collection that come to the accounts of their parents or guardians who have become debtors. In addition, United Russia promises during the spring session to complete work on the bill introduced in January on employment. With it, they hope to reduce unemployment by helping people retrain.

For the Communist Party faction, the bills submitted by the Communists in order to implement the party program are priority, the head of the press service of the Communist Party, State Duma deputy Alexander Yushchenko told Kommersant. Among them are the initiatives “on education for all”, on limiting the “price arbitrariness” of retailers and the new Electoral Code. As early as January, the Duma plans to consider another priority bill for the Communist Party of the Russian Federation on the resumption of indexation of pensions for working pensioners.

The priorities of the A Just Russia – For Truth (SRZP) faction for the spring session as a whole do not change, Sergey Mironov, the leader of the SRZP, told Kommersant: this is support for the members of the SVO and improving the quality of life of citizens. “Speaking of specific measures, we will continue to seek the indexation of pensions for working pensioners, a multiple increase in the minimum wage, an increase in benefits for needy citizens and large families,” Mr. Mironov listed. “Our faction has 13 priority bills for the spring session. Among them are initiatives to limit trade margins on essential food products, to improve the progressive taxation scale, as well as other measures aimed at improving the demographic and social situation in the country.”

As for the support of the SVO participants, the SRZP, according to its leader, “will make every effort to ensure that the merits of our heroes are duly appreciated by the state.” He recalled that the Council for Veterans Affairs, created under the chairman of the party, was collecting specific problems and developing proposals, which, after the start of the SVO, “immediately connected to support military personnel in the Donbass.” Also this spring, the SRHR will introduce a draft law on culture, which is currently under development. Its provisions are “coordinated within the faction with the involvement of the expert community.”

Yaroslav Nilov, deputy head of the LDPR faction, told Kommersant that the main priorities of the Liberal Democrats for the spring session are indexation of pensions for working pensioners, a ban on collectors, the possibility of issuing OSAGO without reference to a car, raising the minimum wage, a progressive taxation scale and increasing benefits for disabled people of the I group.

The New People faction did not answer Kommersant’s questions about plans for the spring session.
