Free business contributions to the budget were 17 times higher than the plan for 2024

The federal budget has received 35.7 billion rubles since the beginning of 2024. under the article “gratuitous receipts from non-governmental organizations”. This is 17 times the plan for the whole year. The line about “gratuitous receipts” appeared in 2022 and began to be replenished after the introduction of the “exit tax” on foreign companies.

Drew attention to the data of the state system “Electronic Budget” RBC. The budget for 2024 included 2.1 billion rubles under the article on “gratuitous receipts”. At the end of 2023, collections amounted to 116.5 billion rubles, which was approximately in line with the plan. According to the budget, such revenues are not expected in 2025 and 2026.

In 2022, the Russian authorities made it obligatory to coordinate transactions with foreign residents with the government commission on foreign investments. Payment of the “voluntary contribution” is the basis for a positive decision by the subcommittee to approve such a transaction. Initially, it was required to pay a 5% or 10% voluntary contribution, depending on the size of the discount upon sale. At the beginning of March 2024, the Ministry of Finance informed RBC that today the voluntary contribution is, as a rule, 15%.
