Foreign military attaches arrived in Karabakh

Foreign military attaches, including from Russia, arrived in the vicinity of Stepanakert (Khankendi) to familiarize themselves with the situation and the process of disarmament of the Nagorno-Karabakh forces, reports “RIA News”.
According to the agency, representatives of Russia, China, Iran, Kazakhstan, Belarus and other states are in Karabakh.
Earlier, representatives of the Azerbaijani armed forces announced the transfer of weapons and military equipment from Karabakh to the Azerbaijani military. Military of Nagorno-Karabakh started to hand over weapons under the control of Russian peacekeepers, the press service of the Russian Ministry of Defense also reported.
On September 19, Azerbaijan announced the start of “anti-terrorist measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh. The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire. Later this information was confirmed by the Russian Ministry of Defense. On September 21, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities.
Foreign Minister of Armenia Ararat Mirzoyan during a meeting of the UN Security Council on the situation in Karabakh called introduce peacekeepers there with the organization’s mandate, which will ensure stability and security in the region. In addition, Mirzoyan called on the UN Security Council to “condemn the resumption of hostilities and attacks on civilian settlements and infrastructure, and demand full compliance with obligations under international humanitarian law, including those related to the protection of civilians.”
The Kremlin previously stated that the issue of Karabakh’s ownership has been resolved, and there are prerequisites for Baku and Yerevan to sign a peace treaty. Press Secretary of the Russian President Dmitry Peskov previously noted that Russian peacekeepers continue to fulfill their functions in the region and “reproaches” from Armenia for failure to fulfill the obligations of the peacekeeping contingent are groundless.
