President Vladimir Putin has made changes to the strategy of the state anti-drug policy until 2030. Now the threats to national security in the field of drug trafficking will include the work of foreign intelligence services, as well as extremist and nationalist organizations. Decree published on the official portal of legal information.
“Paragraph 9 shall be supplemented with subparagraph “p” of the following content … the activities of special services and extremist, including nationalist, organizations of foreign states involved in the illegal production and smuggling of drugs, as well as their illegal distribution,” the decree says. These threats will be taken into account when countering national security threats in the field of drug trafficking in the medium and long term.
In addition, now the countries with which Russia will establish bilateral cooperation in the field of combating drug trafficking are the states of “Latin America, Africa and the interested states of Europe” instead of the countries of “Europe, Latin America, North America and Africa”.
According to another new provision of the strategy, legal and organizational mechanisms for “social rehabilitation of drug addicts and resocialization of drug users” will be improved in Russia, as well as “positive experience in this area” will be disseminated in the regions.
