Forbes found out Putin’s instructions after a meeting with business in November – Kommersant

Following a meeting with business on November 15, Russian President Vladimir Putin instructed the government to consider the possibility of introducing a differentiated income tax rate for businesses depending on the company’s investment activity. The list of instructions also included changes in the criminal sphere and measures to deoffshorize the economy, reports Forbes with reference to a copy of the document, the authenticity of which was confirmed to the publication by two sources in business circles.

According to the publication, the president also instructed the Cabinet of Ministers and the largest business associations to work out a refusal to constantly introduce and extend measures to increase the tax burden and propose steps to create sustainable tax conditions.

Following a meeting on November 15, Vladimir Putin instructed to consider the possibility of extending the right to state support for large investment projects with the participation of foreign legal entities. The President also instructed to limit the disclosure of information about beneficiaries and indirect owners of shares of “economically significant organizations” and legal entities created on the basis of foreign holdings. It was also instructed to consider the possibility of allowing participants of such legal entities to acquire shares in the authorized capital, violating some corporate procedures, Forbes reports.

According to the publication, the government has been instructed to improve the mechanism for creating international funds for transfer to Russian jurisdiction during the redomiciliation process and to ensure the possibility of changing jurisdiction for companies that cannot deregister from the register in another country.

According to Forbes, Vladimir Putin instructed the government, the Supreme Court, the Prosecutor General’s Office, the Investigative Committee and the Ministry of Internal Affairs to consider establishing a procedure for determining the amount of bail in criminal cases depending on the amount of damage from the crime. It is also proposed to allow entrepreneurs and top managers of companies under house arrest to use the State Services portal and transfer powers to manage organizations by proxy.
