For the leakage of personal data, the deputies proposed to introduce “revolving” fines

Russian legislators are going to propose imposing so-called turnover fines on organizations that leak personal data of citizens. Artem Kiryanov, Deputy Chairman of the State Duma Committee on Economic Policy, spoke about this during the round table.

As it became known to MK, a draft of the relevant regulatory act is being developed on behalf of the President of Russia. The deputy explained that, in particular, they are talking about credit institutions whose employees “leak” customer data to third parties. Criminals, having received personal information, take loans on behalf of unsuspecting citizens, or even receive powers of attorney to dispose of their funds. Recently, the number of such “drains” is in the millions.

And, although this does not always lead to sad consequences, the number of deceived citizens is very high. At the same time, it is usually very difficult to prove that they were victims of fraudsters. And even if a case of a leak is proven, the management of a company that has committed a fine often just shrug their shoulders, the guilty employees are deprimed at most.

Therefore, the relevant committees of the lower house of parliament are working on a legislative framework for the introduction of a fine, which will depend on the company’s turnover.

The deputy emphasizes that the fixed fines provided for by the Code of Administrative Offenses are ineffective, for large financial organizations a fine of five, ten, one hundred thousand is a rather insignificant amount. Quite another thing is a fine, which will be a certain percentage of the turnover of a financial institution. Then we will talk about millions and even billions of rubles. Such a measure, according to parliamentarians, will allow to restore order in this area. Now, according to Artem Kiryanov, the possibility of imposing a fine of 3% of the turnover is being discussed.
