Ways to attract young professionals to the regions were discussed at the expert discussion “New personnel – the basis for the development of Siberia.” A platform for the exchange of experience was opened as part of the 19th Krasnoyarsk Economic Forum. The participants were representatives of government, business, professional youth associations.

In her welcoming speech, the moderator of the event, the chairman of the local self-government commission of the Krasnoyarsk City Council of Deputies, Elena Yuzhakova, said that in Siberia today there is a personnel problem due to population decline. At the same time, young people of 20-30 years old leave first of all, those who could make up personnel capital.

According to Konstantin Kistersky, chairman of the Council of Young Scientists and Specialists under the Governor of the Krasnoyarsk Territory, despite the unimpressive salaries of young scientists, Krasnoyarsk is a center of attraction in terms of infrastructure.

“When you work in comfortable conditions on new equipment, you do not want to move. In Moscow, there is much more competition, so in Siberia it is easier for you to concentrate on scientific activities, rather than trying to be noticed,” he said.

“Young people certainly need self-realization. In the 60s, when a large number went to conquer Siberia, much attention was paid to this issue in the state itself. It was a kind of social lift. It needs to be returned. Psychologists say that in life there should be as few words as possible “should” and as many as possible “want” and “love”. Then a person will invest completely different forces in work, training, and place of residence. For us, the task is to make sure that young people really like everything,” Andrey Sharonov, General Director of the National ESG Alliance, told about his vision of the task.

As Vera Kurochkina, Deputy General Director of the Russian aluminum and electricity production company En+ Group, noted, it is necessary to radically change the image of Siberia.





“I would like to start with statistics, over the past 10 years the number of people leaving Siberia has reached gigantic proportions – about 380 thousand people. And if you believe the latest polls, then about 30% of young people would like to leave the region of residence and change to “something more suitable”. This is the answer, you need to understand what does not suit you in this region,” she said.

She clarified that if in the 1950s and 1960s Siberia was associated exclusively with resources, oil production, and gold mining, today the Siberian Federal District can rightly be called the driver of the development of the Russian economy. Qualitative conditions have been created here for the education of schoolchildren and students, and young specialists are waiting at the enterprises.

“We need to start with career guidance, with school programs. Then, at the initial stage, we could offer the inhabitants of Siberia new opportunities. For example, our project “Multilab”. Next comes the support of the All-Russian festival “SCIENCE 0+”, where you can see how the skills acquired by schoolchildren can be put into practice. And then they can, for example, take part in the “Robosib” contest. It is quite obvious that Siberia is the base of scientific thought. How can universities be brought closer to the needs of employers? We need to develop targeted programs. Our scholarship programs help, on the one hand, students to be motivated, and besides, they are ready for what awaits them in their future work,” said Kurochkina.

Yulia Uzhakina, Director General of the ANO Corporate Academy of Rosatom, also noted the importance of conducting career guidance work not only with schoolchildren, but also with parents. Since more than 65% of graduates choose areas of study under the influence of their parents.

Advisor to the President of the Siberian Federal University Natalia Firulina presented the Geological Valley project.





“This is a project for the development of educational and geological practices on the basis of SFU “Kometa”. Today’s time requires us to explore and obtain new materials, new compositions of materials. While we are moving on the Soviet past. This requires special training for the geologist. Mining and metallurgical enterprises are experiencing a shortage of qualified specialists in the field of geology and geotechnology. Many years ago, a unique base of scientific practices “Kometa” of the Siberian Federal University was created to train specialists in the mining and oil industry. To date, the base is not well established, but it has great potential. It can be used both as a place for career guidance for schoolchildren and for students to practice,” Firulina explained.

According to the Minister of Education of the Krai Svetlana Makovskaya, a network of specialized, corporate and specialized classes is actively developing on the territory of the Krasnoyarsk Krai. Today there are already 350 of them, they are open in 42 municipalities. Graduates of these classes are oriented to the choice of specialties that the region needs. More than 30 corporate classes created jointly with large corporations can be singled out as a separate group – these are Rosneft-classes, SUEK-classes, Energo-classes, Rosatom-classes. In Rosneft classes, 80% of students choose specialties related to this enterprise, or enter related areas, and more than 60% enter universities in the region.

Zhanna Kadyleva, director of the Competence Development practice at the ANO Agency for Strategic Initiatives to Promote New Projects, believes that the focus should be shifted from working with personnel to working with individuals.

“At the basis of personnel sovereignty, we place the model of the so-called sail. This is a model that has three points: talent, peace and Motherland. In order for the sail to be taut and the ship to sail, all of them must be taken into account: both personal qualities, and the preferences of a person, and his surrounding situation, and how his house is organized in a broad sense, ”she commented.

The result was summed up by Alexander Orekhov, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Siberian Federal District.

“Our main task – for the government, business, and society – is to act for the sake of one main national goal – saving the people of Russia. And we will continue to build kindergartens and schools, improve transport infrastructure, modernize medicine and create clean and well-maintained urban agglomerations. And always take into account that Siberia today is a region of enormous opportunities,” said the deputy plenipotentiary.
