The Dorogomilovsky District Court of Moscow issued a guilty verdict in a high-profile criminal case on abuse of power (part 3 of article 285 of the Criminal Code of the Russian Federation) in the customs authorities. The court imposed a sentence of 10 years in prison in a penal colony of general regime for the main person involved – the former head of the customs investigation and inquiry department of the Federal Customs Service, Lieutenant General Alexander Kizlyk. In addition to Kizlyk, his deputy Aleksey Serebro (seven years in prison), deputy head of the Vnukovo customs Konstantin Mishin (five years), deputy head of the Domodedovo customs Yury Cherkashin (six years) and senior investigator of the inquiry department of the same customs Andrey Shurygin (five years) received real terms.
All convicts are deprived of special titles and the right to hold positions in state bodies for a period of three years after serving their sentence. Kizlyk, in particular, is deprived of state awards: medals of the Order of Merit for the Fatherland, second degree, the Order of Honor, the Order of Merit for the Fatherland, fourth degree, and the honorary title of Honored Lawyer of the Russian Federation. Taking into account the fact that the lieutenant general spent more than three years in a pre-trial detention center, and according to the verdict, a day in a pre-trial detention center will be counted as 1.5 days in a colony, the ex-general has already served almost half of his sentence and after the sentence comes into force he will soon be able to apply for UDO.
