FAS will submit to the Cabinet of Ministers a draft law on price regulation of monopolies by spring

The Federal Antimonopoly Service (FAS) has resumed discussions with the market on the draft law “On the Fundamentals of State Regulation of Prices (Tariffs)”, which the agency has been working on for four years. The new version of the document, as well as the comments of business and the reaction of the department, are presented in a letter from the deputy head of the service, Sergei Puzyrevsky, to members of the working group of the Russian Tripartite Commission for the Regulation of Social and Labor Relations dated November 9, 2022 (available from Vedomosti). The draft law is devoted to the establishment of tariffs for natural monopolies according to universal rules.
State regulation of prices should be carried out in the areas of activity of subjects of the electric power industry, heat supply, water supply and sanitation, waste management of production and consumption, gas supply, as well as for products of the nuclear fuel cycle, follows from the text of the bill. The list of tariffs subject to regulation is established by sectoral laws. Previously, transport was designated separately in the list of regulated areas. The FAS representative clarified to Vedomosti that the bill also applies to the areas of natural monopolies, which include transport, namely, services at ports, airports, and rail transportation.
