FAS proposed to adjust the time of advertising of alcoholic products

The Federal Antimonopoly Service (FAS) of Russia wants to adjust the requirements for advertising alcoholic beverages, which is distributed on television and radio. Draft amendments appeared on the portal of normative legal acts.

“At the moment, advertising of wine, as well as fortified and sparkling wine, produced in Russia from grapes grown in the country, can only be distributed with a warning about the dangers of its excessive consumption. At the same time, at least 10% of the advertising space should be allocated to such a warning. told in the press office.

The service proposes to set the minimum time interval for displaying a warning, added to the FAS. The regulator proposed to allocate at least three seconds for warnings in radio programs, and at least five seconds and 10% of the frame area in television programs.

In particular, the FAS proposed to exclude reference information about the activities of companies, goods and services posted on the official websites of organizations and sellers of goods from the scope of advertising legislation. “Such data is not advertising, since it does not generate interest in any particular product and pursues only reference and informational purposes,” the department stressed.

The service will continue to study and study the proposals of the business and expert communities as part of the reform of the law “On Advertising”, according to the results of which it can be expanded, the press service concluded. Now the project is under examination, after which it will go to the regulatory impact assessment (RIA) procedure.
