FAS filed a case against the largest cement producer in the Southern Federal District and North Caucasus Federal District

The Federal Antimonopoly Service opened a case under the article on abuse of a dominant position against the companies Verkhnebakansky Cement Plant and Novoroscement of the Gazmetallproekt group (the largest cement producer in the Southern and North Caucasus districts). The group faces a turnover fine in accordance with the Code of Administrative Offenses of the Russian Federation.

“The department identified signs of violation of antimonopoly legislation in the actions of a group of persons as part of OJSC Verkhnebakansky Cement Plant and JSC Novoroscement and opened a case,” the FAS said in a statement. Telegram.

According to the department, after analyzing data from the companies’ economic activities, it turned out that the prices they set in the first half of 2023 exceeded the amount of necessary expenses and profits for production and sales.

In the first half of 2023, company prices for cement exceeded the rate of price growth in the same period last year. FAS conducted a corresponding inspection as part of monitoring prices for construction materials. As the service has established, the cement market is characterized by high concentration, therefore, due to existing barriers, access to it requires large time and financial costs.
