Experts propose privatization in the interests of pensioners

The Research Financial Institute (NIFI) of the Ministry of Finance proposed to consider “privatization in the interests of pensioners.” Vladimir Nazarov, head of NIFI, came up with this idea at the session “Long-term structural shifts in the Russian economy” of the International Financial Congress.

He recalled that, for example, in Finland, the new government included in its program a clause on working out the possibility of opening a joint stock investment account for every citizen at his birth. Russia should not directly borrow this idea, but should consider options for combining the tasks of developing the financial market and social policy.

“It’s not obvious that we need to do the same [как в Финляндии], but since we are thinking about privatization, it is worth thinking about how to place shares of state-owned companies. There are different approaches to this, but privatization could be carried out in the interests of future pensioners. If in the 90s privatization, as it is believed, was predatory, now a more socially acceptable option is needed. Carrying out in the interests of pensioners, on the one hand, would increase its legitimacy, on the other hand, would allow solving other problems, in particular, the development of the domestic investment market,” Nazarov said.
