EU Council: Pashinyan recognized Karabakh as the territory of Azerbaijan

Armenian Prime Minister Nikol Pashinyan, during a meeting in Granada, Spain, signed a declaration recognizing Nagorno-Karabakh as the territory of Azerbaijan. About it reported on the website of the Council of the European Union.

Pashinyan met in Granada with European Council President Charles Michel, French President Emmanuel Macron and German Chancellor Olaf Scholz. The parties expressed support for the independence, sovereignty, territorial integrity and inviolability of the borders of Armenia, as well as the strengthening of relations between Armenia and the EU.

It is separately emphasized that the parties are directing all efforts to normalize relations between Armenia and Azerbaijan, based on “the territorial integrity of Armenia (29,800 sq. km) and Azerbaijan (86,600 sq. km).” The indicated area of ​​countries implies that Azerbaijan includes Nagorno-Karabakh.

European leaders agreed on the need for additional humanitarian assistance to Armenia in connection with the mass displacement of Karabakh Armenians. It was emphasized that refugees must have the right to return to their homes without any conditions and under international supervision. The parties also called for expanded regional cooperation and the opening of all borders, including the border between Armenia and Turkey.

Azerbaijani President Ilham Aliyev refused a trip to Spanish Granada and the first negotiations with Pashinyan after the “anti-terrorist operation” in Nagorno-Karabakh due to the refusal to allow Turkish representatives to join them. Among the reasons, sources also pointed to the participation in the negotiations of representatives of France, which adheres to a pro-Armenian position.

On September 19, Azerbaijan announced the start of “anti-terrorist measures.” The next day, Karabakh authorities announced the conclusion of agreements on a complete ceasefire. On September 28, the president of the unrecognized republic, Samvel Shahramanyan, signed a decree on the termination of its existence from January 1, 2024 and the dissolution of all government institutions and organizations.
