Estonian military may be allowed to train underground and partisans

The Estonian Ministry of Defense has proposed expanding its own powers, in particular, allowing the military to begin preparations for potential guerrilla warfare and underground activities involving civilians, writes ERR with reference to the developed draft law.
The current legislation provides for the training of officers to organize armed resistance, but does not allow the creation of the necessary infrastructure, such as safe houses and agents, caches of weapons, etc. As the Vice-Chancellor of the country’s defense department explained, in order to effectively resist the occupation, it is necessary to prepare for it in advance.
The authors of the draft law stressed that the number of persons secretly involved in this activity cannot exceed 0.1% of the Estonian population. As Ivo Juurvee, an employee of the International Center for Defense Studies, told ERR, innovations will allow members of the underground to know each other in advance, and not “look for like-minded people somewhere in the market.”
The bill is planned to be submitted for approval to the government in September and is expected to be adopted by parliament this year.
